Hugo Soto-Martínez was elected to the Los Angeles City Council in 2022 to fight for working families and deliver the change our city desperately needs.
In two years, Hugo has delivered real results — passing the biggest package of renter protections in a generation, making Los Angeles a Sanctuary City and bringing resources to communities that have been left behind for too long.
Hugo is the only renter and the first-ever rank-and-file union organizer on the City Council. He brings lived experience and a clear mission to City Hall: to build a city where working-class Angelenos aren’t pushed out, but can thrive.
He’s fought to expand interim housing, open new homeless services centers, and secure investments in unarmed crisis response, safe transit, and youth programs.
Now, Hugo is running for re-election to protect these hard-won gains and keep fighting for a city that’s safe, healthy, and affordable for everyone who calls Los Angeles home.

• Made Los Angeles a Sanctuary City – fighting against Trump’s mass deportations and protecting immigrant families.
• Passed the strongest tenant protections in a generation — strengthening tenant anti-harassment laws, stopping no-fault evictions, and limiting rent gouging.
• Decreased unsheltered homelessness by 38% with a full-time homelessness team and opening new interim housing options across the District.
• Expanded the City’s Unarmed Crisis Response model to divert nonviolent 911 calls from police to trained unarmed responders.
• Removed the fence around Echo Park Lake, improving accessibility and keeping the park welcoming to all.
• Stood with entertainment workers striking for fair pay and sponsored legislation to boost incentives and keep production jobs in Hollywood.
• Opened the first parking-protected bike lanes in District 13, with 2.1 miles on Hollywood Blvd and plans to connect with West Hollywood and Downtown.
• Built five new playgrounds across the district with city and state partners, giving more families safe, fun green spaces to play.
• Prevented hundreds of families from falling into homelessness with a full-time Homelessness Prevention Team to help struggling renters connect with legal and financial support.
